CUMAC (aka WINZEN) Development


The parcel between Burbank Circle & Pine Park Blvd is known as the CUMAC Subdivision and is owned by a GTA Developer, WINZEN Corporation (more here on WINZEN: https://www.winzen.ca/ ).


Over the years, the developer has submitted numerous applications to build a 45 homes subdivision on this lot, however, due to various reasons, it was unable to move forward with the project.


The main issue with this land is that it is a wetland and is zoned as "Open Space - Conservation" for the following reasons:

  • It is home to a number of species currently listed in the Ontario Endangered Species List. The most notable ones are the Red Headed Woodpecker and the Butternut Tree.
  • This parcel is also used as Nitrite Attenuation Area for the surrounding homes that are located on Pine Park Blvd and Burbank Circle. A nitrite attenuation land is there to help the private septic systems of existing homes to function more efficiently and to prevent the nitrite-oversaturation of the ground by providing additional land surface area. 
  • Due to the above, the developer could not build homes using private septic systems and there was no other solution to provide waste water treatment for the proposed homes. 


Now that the Township and Farsight Development is constructing a new wastewater treatment (WWT) facility, the developer will likely come forward again with a renewed application that would propose to connect to the new WWT facility to service the project.
